A development kit that allows application developers to develop Indian language enabled applications.

This is a request that has come up in many situations: developers targetting indian language applications are today forced to implement the basics of Indian language support from scratch. This leads to much duplicated work and is also a source of bugs and gratuituous incompatibilities.
A development environment containing the necessary tools and libraries would be a boon for such developers. The essential components of such a development environment would be:
The Indian language support that exists today in the open-source world is planned to be documented in the Technology Map.
To the best of our knowledge there is no effort underway that aims at providing a comprehensive development tool kit.
This project would require release engineering skills for the most part. Documentation and technical writing skills would also be needed.

This project would be best attempted after a comprehensive survey of available Indian language processing tools has been done and the findings incorporated into the Technology Map.
In some sense, this project can be viewed as "packaging" of some of the deliverables of the Indic-Computing project (e.g., the Handbook, support libraries like Translib) along with other open-source libraries and tools.
